Washable markers are for paper. The label may say non-toxic for art use, but that does not make them face paint or body makeup.
Toddler skin is easier to irritate, and hands often go into mouths and eyes. If a child draws on skin once, wash it off gently with soap and water. Do not scrub hard.
What the research says
FDA guidance for novelty makeup says not to decorate skin with things that are not intended for skin. FDA also says cosmetic color additives must be approved for their intended use, and some colors are restricted near the eyes.
For face painting, use a product labeled for skin, follow the label, keep it away from eyes and lips unless the label allows it, and test a small spot first. For everyday toddler play, keep markers on paper and rotate in simple toys that do not leave ink on skin.
